Lets consider one example:

Ram scored 256 in JEE mains and cracked into Top NITs. now in JEE Advanced he scored somewhat about 8000-9000 rank, form which he will get some other branches like 'Paper and pulp Engineering', or Geophysics etc. So, Maximum of these students prefer CSE in Top NITs than these lower branches in IITs.

Now if you ask is the example I stated true? how can one with 256 marks in mains get lower rank in Advanced.

But this happens. I remember most of my friends with the same situation. One of my batchmate got 234 in JEE 2017 and about 7000 rank in Advanced, he got Biomedical engineering in IIT BHU. he preferred going for ECE in NIT-K Surathkal.

So this is the reason, many seats in IITs remain blank after final round counselling.
