Yeah Topper learning app is a quite good app for the preparation for IIT JEE but you can't completely rely on that app for your preparation . Inorder to make yourself perfect you need to purchase Distance Learning Programme (DLP) from coaching institutes like Allen , Resonance , FIITJEE etc.

Topper learning app is a decent enough app. But to call it as the best would surely be an overstatement. There are a lot better apps like Unacademy and Askiitians which you should definetely consider.

Toppers learning app is a quite good app for IIT JEE exam preparation but i can not consider it as best as many other apps are preferred more than this like Askiitians, unacademy , IIT JEE previous year question papers and many more. So you can go for any of them. But i would recommend you to use askiitians app as it is found really helpful to many students.
