Application form for undergraduate courses for Regional Institite of Education isn't released yet, usually admission is done through entrance test CEE conducted by NCERT regarding this, but last year it was scrapped, the conducting authority hasn't made any official announcements yet for the admission schedule, though there can be an expected delay because of this covid pandemic.you can stay updated at the official website at cee.ncert.gov.in for more latest information regarding this.
