you can get previous year question paper form the official webpage of the UPSC board. They have uploaded it in archive.

You can also search in browser and can get it from private webpages. They have also provided solution for it. You can download it for offline use.
On the part to give 100%, the only way is to practice. More you practice , you will solve questions more accurately and as time goes by you will learn how to solve it in limited time. this needs rigorous and continuous practice. You have to keep on solving questions and keep track where you make frequent mistakes and work on them.
