Yes, its an autonomous body of the government of Uttarakhand. For all India 15% quota to be eligible in Bams to get asmissions you need to hold good rank as well. No good rank and just depending upon the quota won't help. However you can wait for the counseling sessions to get a clearer picture. Good luck!
