From as much as I know, the Economically Weaker Section certificate is valid for a certain period that is mentioned in the form (it has to be renewed every year). For more details you can check on http://www.iitk.ac.in/doaa/data/GOI-OM-on-EWS.pdf
Also, if you are considering this for this year college admission then most universities like DU are allowing their students to submit their old certifictaes (till situations normalize and you can get yourself an updated certificate).
