want to complete my degree.. i have done 3yrs diploma in electronics but i cannot understand software parts, can i take admission in arts.if yes then in which year and how?

Yes you can start your degree in arts. Generally you can take admission in arts from 1st year on the basis of your 12th standard marks. There is no short cut. You have to start from the first year. Also this will entirely a different stream. You can do your BA from the following subjects -

6. Political Science
