Dear Prashanth,
Yes, you can fill any exam centre for IPU CET, however, you should not just randomly fill any exam centre. GGSIPU (the exam conducting authority for IOU CET) will allot an exam centre to you as per your priority order. So, you must choose exam centres which are closer to your place of stay and is convenient for you to reach.
