Hi,

If you got seat in the first counselling and you reported in the college, that your seat will be reserved and in case you don't get a better college in the 2nd counselling, then you have a chance to opt any of the two colleges.

However if you didnot report in the college in the first counselling then your seat there won't be reserved and will be assumed vacant.
