what about college building fund , refundable or not

Building Fund is taken from the students every year, for the benefit of current and future generations of students by providing them the most modern and well-equipped facilities. But you have not mentioned any college name in the question, so we are unable to tell you this thing, whether it is refundable or not.
So, you have to visit your college's website. Download the admission brochure from there. There you can see that, whether the building fund is refundable or not.
