what are the best higher education options for instrumentation and control
One advice I would like to give you is that don't be under the belief that after completing these courses you will end up with a good job. You may, but don't keep that as a final goal.
Just work on developing your expertise on a particular subject.
Now to start with the different courses, many professional institutions give you training on PLC programming, SCADA graphics development and programming, HMI and DCS.
There are also courses available for Robotics, embedded systems as well as programming ( if coding and application development is your interest).
Also look out for internship at a good process plant, as it will give you a good insight into how PLC/SCADA/DCS is actually used in the industry.
