What are the best iiits for m.tech Whether gate qualified will be admitted directly without any entrance

Since you haven't specified your branch for Masters. I am assuming you are from CSE background. Yes, most of the IIT's give direct admission based on the GATE performance. But, IITK, IITD gives admission based upon an interview and a screening test after the GATE score as well.
