Yes , it require domicile certificate and the spot round for csab is in between 24-26 july 2019. The documents required for csab counselling are as follows:
All the candidates need to have a valid JEE Main 2019 rank and also meet JoSAA eligibility criteria 2019

Those candidates who have not participated or registered in JoSAA 2019 will also be eligible to apply for the special round

Candidates who failed to get a seat in JoSAA 2019 after participation will be eligible to apply CSAB 2019 special round

Candidates who got seats in JoSAA 2019 but failed to report at the allotted institute or withdrawn their participation from counselling will be eligible to apply in CSAB special round 2019

For candidates who opted not to participate in Special Round after JoSAA will not be eligible to participate in CSAB special round 2019

Candidates need to follow the state code of eligibility. For such candidates, there will be supernumerary quota.

They should not have got a seat till Special Vacant Seat Filling round. OR

They need not have reported against any seat allotment in earlier JoSAA rounds. OR

They should have reported for seat allotted at the reporting centre but seat was cancelled due to change in category and are still unallotted. OR

Those who have reported against allotted seat to reporting centre but withdrew the allotted seat till the sixth round of JoSAA.

Those who have paid the initial fee (Rs 35,000 for candidates from GEN, OBC-NCL categories and Rs. 15,000 for candidates belonging to categories SC, ST, GEN- PwD, OBC NCL PwD, SC-PwD or ST-PwD) and reported against seat allotment of JoSAA 2019 but did not report to the allotted Institute till the last specified date.

You don't need any additional document for CSAB but as domicile is compulsory for admission process in admitting institute which must be submitted at time of admission.After this you will form for CSAB round at that time and if you will get your desired seat then you get easily transferred .

CSAB 2019 - National Institute of Technology, Tiruchirappalli has commenced the choice filling process of CSAB NUET 2019. The candidates will be able to fill and lock their choices till July 17, 2019. The authorities ended the registration process for CSAB NUET 2019 on July 6, 2019. The Central Seat Allocation Board (CSAB) conducts counselling and admission of all the JEE Main qualified candidates in participating NITs, IIITs and CFTIs will be conducted separately. The admission process of CSAB 2019 are for institutes which fall under category of NEUT (for North-Eastern States and Union Territories), SFTI (Self Financed Technical Institutes) and UT (Supernumerary Seats for Union Territories). The counselling and admission process of JoSAA 2019 has commenced from June 16 and will last till July 23. Candidates were required to register in online mode for participating in CSAB 2019. It was important that candidates first check the complete eligibility criteria of all the channels and then only proceed to fill the application form of CSAB 2019 through the respective channel. Those candidates who registered for CSAB have to fill their choice of colleges and courses in the order of their preference.
