As you these all things depends upon various things like reservation category, branch and sessions. As you have not mentioned the reservation category so considering General.
To be honest please do not expect musch in 38 marks (Considering General category). You can't get IIT's in this marks not even Geothermal stream. I am not sure about the Lower grade NIT's but the top NIT's will be unthinkable.
So, please start working hard and give your GATE2020 in full potential and convert your 38 into 78 or more.
