Hello,
If you fail in the first sem supply exam conducted in 3 sem then don't worry you'll be allowed to reappear for it in the 5th semester.
Different college/universities have different rules. Universities like MAKAUT allow students to reappear for their supply exams until they have cleared it. Very few Universities give a year lag but that is rare case. Supply exams are easy to clear so you shouldn't worry about it.
