It's is really good to listen that you are having a passion of UPSC in class 10th only. But i am really sorry to say, you cannot apply in any exam conducted by UPSC.
Yes, after 12th you can apply for NDA which is also conducted by upsc.
But for Civil services exam (IAS, IPS, IRS, IFS, and others) you need a graduation degree to appear as this is the most important eligibility criteria.
So, start working hard from now and after 5 or 6 years i can see you as a future IPS.
