What if ,in any College counseling if a person fails to submit his obc certificate? Will he be considered as general or get disqualified?

Most of colleges take you than as general.
But some can be disqualified you.
Some can give you chance in second counseling to submit it.
But most cases are come under 1st.

Frankly it depends on the college you take councilling as they mighwt disqualify you are consider as general while the rank will vary very largely in case of caste certificate ,

But if you take under private university councilling then they will definitely take you as general and provide you councilling
