What if last date is lapsed for form filing? Does the university reopens the portal after 3rd list is declared?

Could you please mention the exact name and location of the college you are targeting, and the course you want to study there? That will help us tell you, because different colleges have different degrees of rigidity for reopening portals.
That said, you could go directly to the official website and mail the university at the ID provided to ask your query.
You also are encouraged to fill up forms of other universities in case it doesn't reopen.
