Considering, the reaction is occurring at STP.
30 L is the amount of oxygen liberated at STP by 30 volume of 1 L solution of H2O2.
The volume rating system for hydrogen peroxide expressed the concentration in terms of the volume of oxygen produced on decomposition.
So 1 mL of 10 volume peroxide would produce 10 mL of oxygen when completely decomposed.
So 1 litre of 30 volume peroxide will produce 30 L of oxygen.
So, 30L O2 will be liberated.
