It is a qualification beyond a bachelor degree, and usually requires the appropriate bachelor or equivalent at a good standard for entry. It is generally a taught course, but often also includes some kind of research project, so it can be a stepping stone to a PhD, which is a research degree.

FOR ADMISSION:

You first give GRE and TOEFL.
Then apply to universities ( online application + LOR + SOP + transcripts ). After 2 months you get your admits and rejects from the universities applied. Then you request for I-20 docs from the university you want to join. Then prepare for visa. And after getting visa you take off.

Entire procedure takes around 8-12 months if done properly.
