Hi,
Deemed University is a status of autonomy granted to high performing institutes and departments of various universities in India. It is granted by the University Grants Commission (UGC) of India. The Deemed University status enables not just full autonomy in setting course work and syllabus of those institutes and research centers but also allows it to set its own guidelines for the admissions, fees and instruction of the students.
The requirement for these exams as stated by UPSC notification:
A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or possess an equivalent qualification
So, as long as my experiences are Private Universities are universities established under State Assembly Act of that particular state.
