By central pool quota do you mean All India Quota?
Let me try to explain. Every state has domicile rules which state that student should have done certain years of schooling say (for example from 8th - 12th std) in that particular state to qualify as student domicile to that state and so eligible to apply for medical colleges in that state.
Suppose your dad is in a transferable job. And he gets transferred every two years. You would be moving from state to state and not meet the state domicile requirements of any state. You will not be eligible for any MBBS in any state.
To cater to the needs of such students all states agreed to contribute 15% of their medical seats to a common pool. Any student from any state is eligible for these seats and there is no restriction on his domicile status.
These seats are called All India Quota seats.
However few states the then undivided Andhra Pradesh - now Andhra and Telegana, and Jammu and Kashmir did not agree to this and hence are not part of the AIQ - students from these three states can not apply to the AIQ seats.
