Jammu and Kashmir has 100% State Counselling. It doesnt contribute towards All India Quota.  If you belong to Jammu and Kashmir but want to participate in All India Counselling, you will have to furnish a self declaration statement saying you do nit hold domicile of Jammu and Kashmir and hence you are planning on participating in All India Counselling. In such cases, you have to select 'Yes'. Which means you are declaring that you do not have  Jammu and Kashmir domicile and are willing to participate in All India Counselling. But if you want to participate in State Counselling alone, select 'No'.
