Hello there. Common rank list is being released by considered all the candidates same i.e. without any category specific. In CRL no quota is being applied.
In case of GEN-EWS rank list, it's being prepared only for those candidates who falls under this category.
Since the cutoff is being released for all the categories you can consider your category cutoff.
