What is mean opening rank 8 and closing rank 8 in IIT?

Opening rank indicates - the rank at which the particlar branch at that particular college starts or opens. the stuudent who opt that seat is known as branch opener.

Closing rank indicates - the rank at which the particlar branch at that particular college the seat is opted and after that no other student is interested to get that seat or the seat was not available for the student after the closing rank student.

So IMP Note - that's why many IIT's left seat vacant because, students donot opt for those branches.
