The Issue of Home State Depends on the States, but in General of all india scenario mostly where you attend the classes of school education from 6th class to 10th class / 12th classes will be considered as their home state, if in case you don't have consequent study in one state you may considered at which state majority of studies have gone, and it will be as your birth state.
