what is my passing year? on my mark sheet date mentioned is 31st December 2020 But on my 'degree' certificate the date mentioned is 27th February 2021 kindly clear the confusion

Your passing year will be 2020 because you have appeared in degree exams and got the marks sheet on 31 st December. But exams were conducted in 2020 for you. Your Graduation year would be academic year 2019 to 2020 (final year of degree).
After getting marks sheet of final semester it takes some time to get Degree completion certificate and issue date was a bit late in your case that's why they issued in February, 2022 might be because of the Covid Pandemic scenerio.
On the whole, your passing year would be 2020 or as per mentioned while you joined in the degree.
