opening rank 1

closing rank 64

Opening rank indiactes the best rank holder (1) individual had opted that particular stream in a particular college.

Closing rank indiactes the last rank holder (62) who has been alloted that seat.

It may be noted here closing rank does not indicates that last seat been alloted to the 62nd rank holder. It inidacates that 62nd rank holder was the last person who was willing to join that seat.

Yes you understood correct, because of lack of awareness people do closing rank as last seat occupied by (someone). This is one of the main reasons why some seats at IIT's or NIT's left vacant.
