As you haven't mentioned the specified college. I want to tell you that most the colleges in India allows lateral entry students except IITS/NITS. And if you want to secure any seat in any institution you need to qualify one exam and if you get less rank in that you are eligible to apply for different colleges..

See, if you're in lateral entry now and willing to enter into BTECH.. Then you can directly enter into BTECH 2nd year after writing common entrance test in AP it is ECET. And also you can't able to study 1st year BTECH because all the concepts are covered in your polytechnic itself.

there is no admission in 2nd year of BTech. there is no lateral entry scheme exist in IITs or NITs . They do take applicants only in 1st year of Btech.
Hence do not try for this .
