There are so many good degree courses after 12th which have good future scope and job oppurtunities.It all depends upon your area of interest , which course you choose.

1 B.tech - There are different branches in B.tech like computer science , mechanical , electronics etc .Choose it wisely
2 B.Sc
3 B.Arch
4 B.C.A.

So , if you want to prepare for IAS with degree , then go with B.A. .Although it is underrated but trust me , it is best suited for you as whatever you will study for the degree exams, will also be helpful for you in IAS preparation .But , if IAS is just a backup plan then do not go for B.A. as it has no other future scope and job oppurtunities .Hope it helps!
B.tech from CS is not a bad option .Infact , it has quite good future scope and placements are exceptionally well .But if you want to prepare for IAS (as you said ) , i would suggest you not to go for it , because it will be difficult for you to prepare for both at the same time .What you study for B.tech from CS and IAS have nothing in common.Hope it helps!
