The number of candidates that will be shortlisted for further recruitment process depends on the total number of vacancies available in respective categories, discipline and total number of candidates applied for the recruitment. The shortlisting ratio is not given on the IOCL notification and the notification for ONGC is not yet published. So you have to wait until the detailed notification is published.
