what is the difference between home state rank and all india rank for admission in nit colleges like mizoram state for cutoff

All India Rank (AIR) is you rank among the candidates who appeared for the exam from all over the country. Whereas, Home State Rank is your rank among the candidates who appeared for the exam from your state. I hope the difference is clear now.
You State rank depends on how many students appeared in the exam from your state. It would be very difficult to comment on your rank, since we don't know which state are you from, how many students appeared for the exam from your state.

In NITs 50% seats are reserved for candidates belonging to that particular state and 50% remaining seats are reserved for other state candidates. For example if you belong to Mizoram then you will get seat in NIT, Mizoram under home state category if you have required cut off rank. In JoSAA counselling you can choose any number of NITs and branch in which you are interested except in NIT, Mizoram you will be given admission under other state category if you have required cut off rank. The rank with which you get admission under home state quota is known home state rank. The cut off rank under home state category are higher than other state rank.
