JEE examination is conducted by central government CBSE board for taking admission to NITs, IITs, IIITs etc and other government colleges. So only after giving the JEE Mains and after that if you have qualify that then you have to seat for JEE Advance.
And all the admissions to IITs and NITs are based on JEE Advance score.

See the procdure of JEE is that first the JEE Mains is conducted. Scoring good in JEE Mains offers you options for admission in the varios NITs and serves as an eligibility criteria for sitting for JEE Advanced. Getting a good score in JEE Advanced enables to get admission into IITs.
