Yes, if you are in top 20 percentile then you are eligible to take admission in IITs next year.
Percentile means if you get x percentile marks, it simply means that x percent of the students giving the board exams got less than or equal to your
marks. Getting x percentile marks also means that you are among the top (100-x) percent students.
