38 percentile is very low for JEE main because only 38% students are behind you interested students are ahead of you therefore your rank would be very wet and even you will not be able to qualify for JEE advanced.
The best option for you is to appear for chairman April exam and perform well because it will make you eligible to appear for JEE advanced and also if you score well in JEE main April then your rank would be good so it will provide you an extra options for NIT and other government colleges therefore right now focus on JEE main April.
Here are few tips which will help you to perform well in the JEE main April exam.
As it was seen in January exam that most of the questions were from NCERT there for first try to finish NCERT from scratch and cover all the topics because you will find 50% question directly from the NCERT and rest the concept you will find in the NCERT.
Solve all the previous year question because it will provide you an idea of pattern of the exam as well as what different types of question can be asked and also focus on the JEE main January exam question paper because that papers will be mostly similar to that.
Appear for as many as mock test you can it will help you in analysing your time management and preparation level

Don't worry if you scored less marks in your jee mains January paper. You have another chance to appear for jee mains paper in month of April. If you score good this time then your April score will be considered for admissions. So you have another chance to do well in jee mains and get admission in good college.
