What would happen if we will not vacant or surrender the first round seat if not taking addmission in the medical college???

See if you have been allotted a seat in Round 1 counselling of NEET then you have some options like if you want to upgrade your seat in Round 2 counselling or you want to accept the seat which has been allotted to you or you don't want to accept that seat and want to drop the counselling process. So if you want to upgrade the seat then you have to pay the required amount for the seat which has been allotted to you in Round 1 to keep that seat reserved for you and if you will get an upgraded seat then the paid amount will be refunded to you and you have to submit the amount for the new seat but if you don't want to accept that seat and also doesn't want to go further then you are not supposed to pay any fees and the allotted seat will be shifted for Round 2 counselling.

The condition you have mentioned is not possible because until and unless you pay the required amount for that seat, the seat can't be yours and hence there is no option to vacate it or surrender it.
