There is no official notice regarding the application form and reduce in syallabus. We only have assumptions right now. For further information you can check the official website. Stay patient and wait for the official notice regarding the syllabus.

For JEE no notifications are out regarding the exam as well as the application form. But there is a expectation that the syllabus will be reduced. But still there is no official notice. And it is highly expected that either by this week or by December second week JEE application form will be released and exam would be conducted by the first week of February.
