when should I convert my local website to live website..?? Mean what kind of minimum requirements are there like number of posts and pages etc...

It is a pretty easy task and you dont have any criteria to upgrade your website. I am assuming that you are talking about changing domains and you wish to change a .in domain to .com domain. All you have to do is buy a .com domain that is available and transfer your previous local domain to the new one.
