when should we start filling form so that we get nearest exam centre

In certain cases specially in the exams conducted by upsc one can get the centre(city or zone) of one's choice if he or she fills it the earliest. I have seen many of my friends filling form of IES ( indian engineering services) to get some particular centre. And the facilities at these centre are comparatively better. Though this facility is not available for every type of exam.
In exam like banking one can get desired centre location by simply choosing the option and the chances of getting it more than 90%.
Ssc exams are very complicated in this matter they use various filters including gender while allocating exam center. For example in 2014 ssc cgl exam almost every male candidate of delhi region got Ajmer center while female candidate got the center nearest to their choice.
So the conclusion is, whether you will get center of our choice depends on which exam you are going to appear for.
