You can apply for B. Com in any college after you complete your 12th. For admission in any college your 12th result is mandatory. Also you have to fill a general form in which you have to mention name of colleges you would like to apply for B.com.

After completing Class 12, one can pursue Bachelor of Commerce (B.Com) or Bachelor of Commerce (Hons), both three-year full-time programmes.
And yes you can take admission in DU link is given below register yourself as soon as possible.
