when wil the local ranks be released ?

I hope you are doing well in your life. Ranks are decided based on performance of the candidate and depends on various factors of the examination like number of candidates appeared and difficulty level of the examination.
It is not possible to interpret "local rank" from the limited information given, please provide your entrance exam name and your target college.
Generally, ranks are useful to allot colleges to the candidates based on priority. The lower the rank the higher is the priority. And there is more chance of getting college of your choice.
