Raj, You haven't mentioned the State Counselling you are enquiring about. Neverthless, as of now, only NEET application forms have been released and State Counselling registrations will begin only after the NEET 2020 results have been declared. Now that NEET 2020 will be conducted on May 3rd and the results will be declared a month later in June, the State registrations only will be available from July and not any time soon.
