When will the security money of 10000 in AIQ forfeited??

The security money of Rs.10,000 will be forfieted in case you get a seat in second round of All India Quota counselling and choose not to take the seat or report to the college in the given time .
In case you didn't get a seat you can either continue to mop up round or leave the counselling process.

The condition on which the security fee will be forfeited are-
1. if a candidate who has been allotted a seat in the 2nd Round and Mop Up Round of DGHS but does not join the respective institution during the 2nd round / Mop Up round of counseling conducted by DGHS/MCC.
2. if a candidate gives wrong information at the time of registration on the basis of which a seat may be allotted and later cancelled by the admission authorities at the time of reporting.
