The problem which you are facing may be due to page loading speed being slow or the browser not supportive of the page of the website which you are trying to open. Try refreshing the page, if still this problem persists then try contacting the numbers or helpline desk of the exam website or on the helpline numbers which are available for the exam you are referring to. Since you have not told the examination you are referring to, these are general remedies which you can apply.
