One has to pay the fees during before first counselling if one wants to book or reserve that particular seat and if not one need not to pay the fees and can check his luck next time to see if there is some upgrade in the college and hence can accordingly confirm or book the seat by paying the fees or then again can wait for the third round.

Now let me answer your query. According to the admission counselling process of major law entrance exams, if I am not wrong, follows more or less a similar pattern. The candidates will need to pay the counselling fees of requisite amount and then only they can participate in the subsequent rounds of admission counselling and seat allotment process.
Actually, it's one-time payment of counselling fees, which is to be remitted during the first seat allotment round. Now if you don't wish to lock your seat for the first admission counselling round, you can shift/slide/upgrade your seat in the subsequent rounds. Adding further information into this, even if you don't lock the allotted seat, it will be 'deemed to be locked', following an automatic process.
