Whether fees has to be paid for the first round seat even when one wishes to participate in subsequent rounds.

One has to pay the fees during before first counselling if one wants to book or reserve that particular seat and if not one need not to pay the fees and can check his luck next time to see if there is some upgrade in the college and hence can accordingly confirm or book the seat by paying the fees or then again can wait for the third round.
