Whether in Private college of MP only MP Domicle candidates can appear or open to all.

No college in no state restrict students from other state to take admission in their college. It's just that if you're a MP domicile candidate you'll be provided a MP quota in the college which non local students doesn't get, hence you'll have greatest chances to get adniadmis in the branch you want.
