Hello.
CBSE board is a Central board of India while is state board comes under a particular state but if you want to categorise these both boards on the basis of their stage so I will say CBSE will be on the first stage and state boards will be on the second stage but in between ISC board comes on the second stage So state board comes on the 3rd stage but if you are not considering ISC board so we can consider it as above.
