Which college I can get in 96.5 percentile in jee mains 2019 ?

You scored very good marks . You are eligible for IITS and NIITs . There are many other government colleges. IITs may be a bit difficult as they need more than 98 percentile. But NIIT is probably possible. But that too depends upon the counseling so you must wait for the Cap rounds and see what happens .
Surely you can get a government college.
