Which college is best for IIT if I ranked under 10000 . Please let me know

If you really want IIT, then I recommend that you drop a year and prepare. If you work much harder and have patience your rank will improve exponentially.
Also try scoring good in BITS. It is as good as IITs are and it has a better environment which is a result of various factors, some being - no reservation, less academic pressure as compared to old IITs.
I'd not recommend going for VIT, Manipal and other such colleges as then you loose the very essence of engineering and you'll never be able to appreciate the beauty of science(as these colleges don't follow Science based learning)
