Which college one can get if sc category rank in jee advance is 3200 ?

At this rank, I regret to inform you that you won't any of the branches at any IIT. Though you might try for other colleges that accept JEE Advanced's rank.

Well, securing 3200 rank in JEE ADVANCED in SC category may not be enough for getting admission into IITs into your desired branch like computer science engineering. But still you can give it a try at the time of counseling since you're a SC candidate. Also it's better if you apply for colleges in your own home state so that the chances of getting admission are high.
